<p>Society allows a disproportionate access that causes a <strong>digital divide</strong> by some members who have access to the information and technology versus those less fortunate with unequal attainment thereby lacking in related skills.</p>
<p>          The phrase <strong>digital divide</strong> signifies the inequality between people with operational access to <a title="Digital" href="http://en.wikipedia.org/wiki/Digital" target="_blank">digital</a> and <a title="Information technology" href="http://en.wikipedia.org/wiki/Information_technology" target="_blank">information technology</a> and those with very inadequate or no access at all. It includes the disparity in physical access to <a title="Technology" href="http://en.wikipedia.org/wiki/Technology" target="_blank">technology</a> as well as the imbalances in resources and skills needed to effectively participate as a <a title="Digital citizen" href="http://en.wikipedia.org/wiki/Digital_citizen" target="_blank">digital citizen</a>. <a title="Bharat Mehra" href="http://en.wikipedia.org/wiki/Bharat_Mehra" target="_blank">Bharat Mehra</a> defines it simply as “the troubling gap between those who use <a class="mw-redirect" title="Computers" href="http://en.wikipedia.org/wiki/Computers" target="_blank">computers</a> and the<a title="Internet" href="http://en.wikipedia.org/wiki/Internet" target="_blank">Internet</a> and those who do not”.</p>
<p>          Quote from the Wikipedia; &#8220;The theoretical concepts of <a title="E-democracy" href="http://en.wikipedia.org/wiki/E-democracy" target="_blank">e-democracy</a> are still in early development, but many scholars agree that <a title="Blog" href="http://en.wikipedia.org/wiki/Blog" target="_blank">blogs</a> (web logs),<a title="Wiki" href="http://en.wikipedia.org/wiki/Wiki" target="_blank">wikis</a> and <a title="Mailing list" href="http://en.wikipedia.org/wiki/Mailing_list" target="_blank">mailing lists</a> may have significant effects in broadening the way democracy operates.&#8221;</p>
<p>          The term <a title="Liberal democracy" href="http://en.wikipedia.org/wiki/Liberal_democracy" target="_blank">liberal democracy</a> is the capacity to participate in the new <a title="Public space" href="http://en.wikipedia.org/wiki/Public_space"> public space</a> also known as <a title="Cyberspace" href="http://en.wikipedia.org/wiki/Cyberspace">cyberspace</a>. The digital divide in the extreme case of exclusively computer-based democratic participation could mean that no access meant no vote. Hence, there is great concern that some social groups who are without adequate access to technology or knowledge of Internet Technology will be under-represented; and, other groups will be over-represented due to inequality.</p>
<p>          Proponents of the <a title="Open content" href="http://en.wikipedia.org/wiki/Open_content" target="_blank">open content</a>,<a title="Free software" href="http://en.wikipedia.org/wiki/Free_software" target="_blank">free software</a>, and <a title="Open access (publishing)" href="http://en.wikipedia.org/wiki/Open_access_(publishing)" target="_blank">open access</a><a class="mw-redirect" title="Social movements" href="http://en.wikipedia.org/wiki/Social_movements" target="_blank">social movements</a> believe that these movements help equalize access to digital tools and information. </p>

<p>Seniors can become involved with community learning centers and programs to fill in the gaps of the digital divide; yet, the pace is moving slowly.</p>
<p>            There are not for profit organizations such as Generations Online, based in Philadelphia, Penn., that is working to provide self-training software to senior centers, libraries, and retirement homes in order to guide those who have no computer experience through basic Internet functions.</p>
<p>            SeniorNet of San Francisco, Calif., provides education and access to computer technologies to older adults.</p>
<p>            King County Seniors Online, based in Seattle, Wash., offers basic computer classes designed to introduce seniors to the fundamentals of computer use.</p>
<p>            Additionally, AARP, in Washington, D.C., offers courses on basic and intermediate web browsing.</p>
<p>            Closing the gap among young, old, and all others who are deprived of advanced technological functions should be a priority to community centers, churches, and other not for profit organization versus the assumability of our United States Government to be responsible. </p>

It is imperative that our older generation become &#8216;Hi-Tech Aware&#8217; as many government programs like Medicare Benefits, Claims and more are best accessed online.</p>
<p>          It is a critical issue that seniors be educated utilizing technological advance equipment, devices and to have computer skills.</p>
<p>          We definitely have a growing number of an aging generation that must be well-informed, knowledgeable, educated, skilled and cultured with technological convergence.</p>
<p>          Additionally, as vital&#8211;educators must continue their learning in technological divergence and put into action their expertise with innovative courseware.</p>
<p>          We no longer live in a simplistic technological society. Consequently, we require our general population to become up to date and knowledgeable with our latest gadgets, devices, equipment and products.</p>
<p>          You can see why it is so important that older as well as younger and deprived from technological access communities, be provided with information that can benefit their entire life and generations to come.</p>

<p><strong><em>The </em></strong> <span style="font-family: Helvetica,Arial,sans serif; color: #660000;"><strong> NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION</strong>reports the following:</span> <strong><em>Persisting &#8220;digital divide.&#8221;</em></strong>Despite this significant growth in computer ownership and usage overall, the growth has occurred to a greater extent within some income levels, demographic groups, and geographic areas, than in others.</p>
<p> In fact, the &#8220;digital divide&#8221; between certain groups of Americans has <em>increased</em> between 1994 and 1997 so that there is now an even greater disparity in penetration levels among some groups. There is a widening gap, for example, between those at upper and lower income levels.</p>
<p>Additionally, even though all racial groups now own more computers than they did in 1994, Blacks and Hispanics now lag <em>even further behind</em>Whites in their levels of PC-ownership and on-line access. The following represent some of the more significant findings.</p>
<p>&#8221; <span style="text-decoration: underline;"><strong>In any style and type revolution there are always social consequences.</strong></span> </p>
<p>When a revolution occurs worldwide, such as the technological innovation; under developed regions, minorities and the disadvantaged in many locales and countries do not equally experience the very same benefits that countless others in privileged areas realize.</p>
<p> As the technological revolution advances, a gap among &#8216;the haves and have-nots&#8217; expands.</p>
<p>          Therefore, in this type modernization where a world of privileged becomes linked almost instantly at the click of Hi-Tech buttons, the gap grows wider amongst those that are fortunate and those that are underprivileged and deprived of such circumstances and technology.</p>
<p> Another class that is significantly disadvantaged by the technological revolution is for people with disabilities. This means that many people in many different countries are deprived of certain opportunities.</p>
<p> The swift expansion of information and communication technologies, known as the Information Technology Revolution, and new commerce speedily created by these transformations, should offer new employment and economical opportunities for people with disabilities.</p>
<p> However, opportunities are not plentiful for the disabled in the technological arena just as for those underprivileged.</p>
<p>          Training is not readily available to those that are in need of the instruction and education necessary to perform processes and or operational tasks using the advanced technological equipment and devices.</p>
<p> <span style="color: #ff0000;"><strong>Therefore, we come full circle in focusing on technology divergence.</strong></span></p>
<p> The pitfalls to all classes, countries, regions, ages, students, disabled, seniors including general population; whether it is in the labor force, engineering, industries and education are that rapidly changing information technology and job requirements including the skills and knowledge needed in performance are deprived and marginalized from participation.</p>
<p>          Resolutions for the information technological revolution are few. There does not appear to be any performing programs to overcome the social consequences that endure..</p>

resolving the difficulties and issues evolving worldwide due to the<br />
&#8216;Technological Convergences&#8221; is to provide the correct education to<br />
all inhabitant classes.</p>
<p align="left">There is a crystal-clear need to provide adequate<br />
curriculum in educational institutions that facilitate students with<br />
the necessary  hi-tech training for current technological<br />
advances.</p>
<p align="left">However, the large majority of those who design and<br />
develop current technological advancements are in the workforce;<br />
thereby leaving a shortfall of educators in the latest equipment and<br />
device techniques.</p>
<p align="left">While almost 100% of college and high school level<br />
students may utilize the newest of all technological advancement,<br />
there are far less faculty that can educate undergraduates in the<br />
development process for this very same high-tech equipment.</p>
<p align="left">Many of our institutional teaching staff may not<br />
make use of the most recent devices and equipment as their school,<br />
college or university will not have the funds to purchase the latest<br />
advanced products.</p>
<p align="left">The general population will have the least exposure<br />
to the most advanced technological equipment and devices.</p>
<p>The senior population will have the smallest experience and<br />
introduction to the most up-to-date technical gadgets and digital<br />
mechanisms.</p>

<p align="left"><strong><em>Persisting &#8220;digital divide.&#8221;</em></strong><br />
Despite this significant growth in computer ownership and usage<br />
overall, the growth has occurred to a greater extent within some<br />
income levels, demographic groups, and geographic areas, than in<br />
others. In fact, the &#8220;digital divide&#8221; between certain groups of<br />
Americans has <em>increased</em> between 1994 and 1997 so that there<br />
is now an even greater disparity in penetration levels among some<br />
groups. There is a widening gap, for example, between those at upper<br />
and lower income levels.<strong><em> </em></strong>Additionally,<br />
even though all racial groups now own more computers than they did<br />
in 1994, Blacks and Hispanics now lag <em>even further behind</em><br />
Whites in their levels of PC-ownership and on-line access. The<br />
following represent some of the more significant findings.&#8221;</p>
<p align="left"><span style="text-decoration: underline;"><strong>In any style and type revolution there are<br />
always social consequences.</strong></span></p>
<p align="left">When a revolution occurs worldwide, such as the<br />
technological innovation; under developed regions, minorities and<br />
the disadvantaged in many locales and countries do not equally<br />
experience the very same benefits that countless others in<br />
privileged areas realize.</p>
<p align="left">As the technological revolution advances, a gap<br />
among &#8216;the haves and have-nots&#8217; expands.</p>
<p align="left">Therefore, in this type modernization where a world<br />
of privileged becomes linked almost instantly at the click of<br />
Hi-Tech buttons, the gap grows wider amongst those that are<br />
fortunate and those that are underprivileged and deprived of such<br />
circumstances and technology.</p>
<p align="left">Another class that is significantly disadvantaged by<br />
the technological revolution is for people with disabilities. This<br />
means that many people in many different countries are deprived of<br />
certain opportunities.</p>
<p align="left">The swift expansion of information and communication<br />
technologies, known as the Information Technology Revolution, and<br />
new commerce speedily created by these transformations, should offer<br />
new employment and economical opportunities for people with<br />
disabilities.</p>
<p align="left">However, opportunities are not plentiful for the<br />
disabled in the technological arena just as for those<br />
underprivileged.</p>
<p align="left">Training is not readily available to those that are<br />
in need of the instruction and education necessary to perform<br />
processes and or operational tasks using the advanced technological<br />
equipment and devices.</p>
<p align="left"><span style="color: #ff0000;"><strong>Therefore, we come full<br />
circle in focusing on technology divergence.</strong></span></p>
<p align="left">The pitfalls to all classes, countries, regions,<br />
ages, students, disabled, seniors including general population;<br />
whether it is in the labor force, engineering, industries and<br />
education are that rapidly changing information technology and job<br />
requirements including the skills and knowledge needed in<br />
performance are deprived and marginalized from participation.</p>
<p align="left">Resolutions for the information technological<br />
revolution are few. There does not appear to be any performing<br />
programs to overcome the social consequences that endure..</p>

<p>Digital Information is in fact binary digital data presenting itself as text, images or moving images.</p>
<p><strong>As noted in the Wikipedia, the sequence of digital code &#8220;0100 0001? is interpreted as the <a href="http://en.wikipedia.org/wiki/Decimal" title="Decimal">decimal</a> number 65, the <a href="http://en.wikipedia.org/wiki/Hexadecimal" title="Hexadecimal">hexadecimal</a> number 41 or the glyph &#8220;A&#8221;.</strong></p>
<p>Stated by the Florida&#8217;s digital media industry association, Digital Media Alliance Florida; &#8220;<em>the creative convergence of digital arts, science, technology and business for human expression, communication, social interaction and education</em>.&#8221;</p>
<p>Digital Data can be used in the same <a href="http://en.wikipedia.org/wiki/Data_compression" title="Data compression">compression</a> for a text file or an image file or a sound file. The foundations of digital information are described in digital signal processing.</p>
<p>Removing the technical details from how digital media operates and simply providing the actual devices and or equipment including services present a clearer understanding</p>

<p>This cultural convergence into Digital media requires the knowledge and understanding to use or operate the medium. A large number of consumers, professionals, students, and teachers currently, do not possess the education that professionals require to be competitive in the digital arena.</p>
<p><strong>The Digital Divide Grows Wider</strong></p>
<p>Educational including Government agendas are recognizing the need to create academic and training programs that can meet societal goals.</p>
<p>Generations to come will be better informed in digital media spheres. There will be more digital media programs offered across communities, schools and universities in communication, art, business, computer programming, gaming and instructional technology.</p>
<p>However, currently we are reaching a generation impact from the ‘Baby Boomers&#8217; and currently experience older age groups that are not as frequent of users in the Digital Media cultural environment. It is not only the poor and lower income general population that is unfamiliar with Digital Media and its cutting edge capabilities.</p>
<p>Therefore, in the next few years we will realize a greater number of baby boomers between the ages of 44 and 63 in addition to the older population who may not be able to evolve at a pace necessary to earn a significance supportive income.</p>
<p><strong>The Wikipedia notes &#8220;In 2004, the UK baby boomers held 80% of the UK&#8217;s wealth and bought 80% of all top of the range cars, 80% of cruises and 50% of skincare products.<sup><a href="http://en.wikipedia.org/wiki/Baby_boomer#_note-10" target="_blank">[13] </a></sup></strong></p>
<p>This could bring about an ill positioned movement into prosperous future years.</p>
<p>It could also mean that baby boomers aging 44 and over will not qualify for positions in the cultural environment such as professional and managerial positions, creating, processing and delivering information across a variety of digital platforms.</p>
<p>Positions as Web content managers, communication directors, intranet managers, electronic publishers, creative directors, multimedia designers and project managers.</p>
<p>There becomes a &#8220;critical link&#8221; among the chain of specialists in writing, design, programming and marketing now required to produce effective multimedia products.</p>
<p>The future could be a rude awakening to those that have refuted and disapproved of the technological empire being built since 1945 and earlier.</p>
